Independent Assessment and Audit

As a leading provider of independent reports in judicial review and medico legal court cases we have the skills, up-to-date knowledge, credibility and resources to provide independent and objective reviews of care provided by Contracted Care Providers for Local Authority Social Services Departments.

Personal Care Consultants have developed an audit tool and assessment proforma that incorporate all the relevant legislation and guidance.

The work is undertaken by our team of independent social workers who have experience of working in both the public and private sectors.

Complaints and Mediation

Where things are clearly "going wrong" and a disquiet is being felt, either by clients, their families or purchasing social workers, we can carry out independent assessments of the situation and provide reports to the parties concerned.  Furthermore we can offer help and advice to improve the service, with a full pragmatic understanding of the environment in which care is both purchased and provided.

We are also able to independently examine situations and carry out assessments in relation to complaints made regarding Local Authority services - such as social work, assessment, occupational therapy and care provision.

Care Management (Adult Services) Systems Review

We have recently been commissioned by a Local Authority Social Services Department to carry out a review of their care management systems.  The project has the following broad objectives:

Review the council's care management systems, processes  and procedures
Review the workforce capacity of the council to deliver the care management and assessment process
Review the skill mix of the workforce delivering the care management and assessment process

The scope of the project will include older people, physical disability and sensory impairment, learning disability and hospital social work.

The project will be carried out by our team of experienced consultant social workers.

Protection of Vulnerable Adults

Since the inception of 'No Secrets': guidance on developing multi-agency policies and procedures to protect vulnerable adults from abuse 2000 and 'In Safe Hands' : Implementing Adult Protection Procedures In Wales 2000, raising the awareness and the profile of Vulnerable Adult Abuse has been a primary objective for any providers of adult social care.

Training in this subject should take place at all levels in all agencies, and, to ensure that your adult protection procedures are carried out consistently, no staff group should be excluded.

Courses designed specifically to cover Adult Protection:

Alerting

A one-day (of two half days) training in basic awareness for direct care staff.

The first half helps participants to define abuse and recognise abusive situations in their day-to-day practice.  It can be structured to look at any or all of the following client groups: people with learning disabilities, older people, people with physical disabilities and people with mental health problems.

The second half focuses on procedures for reporting concerns and examines various levels of responsibilities.

This training would be valuable for all staff and volunteers who work directly with, or support and care for, vulnerable adults on a regular basis.

Investigating

This two-day training is aimed at more senior practitioners and ideally at multi-agency groups.

The course covers identifying the different roles and responsibilities of different professionals, learning about sources of information, and offers information about the investigation procedure in the context of abuse, including joint interviews with the Police.

This multi-agency training (police, social services and nominated health professionals) would be suitable for those who would be taking the role as investigators.

Protection of Vulnerable Adult Training will relate to your Local Authority policy, procedures and professional practices and will be commensurate with the level of responsibility the staff member/volunteer has in the adult protection process.

Supervision

Enablement/Rehabilitation Training

This three day course is profiled to meet the training needs of social and health care workers whose role is changing from that of carer to enabler.  It focuses on developing skills for promoting independence.

With the current trend towards enablement and rehabilitation, care workers are increasingly working as part of 'Enablement Teams'.  Their role is often to complement the skills and expertise of rehabilitative staff e.g. physiotherapists and occupational therapists.

The remit of such teams is to use skills of assessment, enablement and rehabilitation to improve physical and cognitive function, promote independence and facilitate a return to community living, to maintain individuals within their own homes and avoid admission to hospital.
